How to get a helper's HKID (Hong Kong Identity Card) - a HelperFirst Guide (2023 version)
HelperFirst's 2023 guide to getting an HKID for your helper - how to do it and complete instructions in Tagalog and Bhasas Indonesian.
The Necessity of Having an HKID for Your Foreign Domestic Worker
The Hong Kong Identity Card (HKID) is not just a piece of identification; it is a legal requirement for every resident in Hong Kong, including foreign domestic workers (FDWs). The HKID is more than an ID card. It symbolises one's legal status and right to live and work in the Hong Kong Special Administrative Region (HKSAR).
For Foreign Domestic Workers, possessing an HKID is mandatory and provides access to essential services and support. From a simple act like opening a bank account to important matters such as gaining access to healthcare services, the HKID is a necessary document. It is a testament to an individual's right to work and live in Hong Kong and must always be carried by the cardholder.
For employers, helping your FDW obtain their HKID is a responsible and necessary step in the employment process. Doing This ensures you comply with the law and establishes trust and security between you and your helper. It gives them a sense of belonging and helps them integrate into the society of Hong Kong.
Obtaining an HKID for your FDW may seem bureaucratic. Still, welcoming your helper into your home and society is fundamental. It is a process that underlines your respect for their rights as a worker and contributes to establishing a harmonious employer-helper relationship. It demonstrates your commitment to the law and provides your helper with the necessary tools to perform their job and live in Hong Kong.
While obtaining an HKID for your FDW is essential, it's equally crucial to understand the process involved. Understanding the process can ensure a smooth transition for your FDW and give them the reassurance and confidence they need to start their journey in a foreign land.
The following three guides explain the process in English, Tagalog and Bahasa Indonesian.

Every domestic helper staying in Hong Kong under a contract must register for a Hong Kong ID card.
You'll need the following documents for the application:

- One recent photograph of the domestic helper.
- The completed application form ROP1.
- The contract of employment or a Visa notice with an entry permit label issued by the Immigration Department.

An appointment with the Immigration Department for ID card registration must be booked. This can be done online or by calling their hotline at (852) 2824 6111.
The domestic helper and employer (or a representative) should attend the appointment at the Immigration Department located at Immigration Tower, 7 Gloucester Road, Wan Chai, Hong Kong. Remember to bring all the necessary documents.
The domestic helper's biometric data, including a photograph and fingerprint scan, will be captured during the appointment.
No fee is charged for the first-time issue of an ID card to new arrivals. However, fees are payable for replacing an ID card due to loss, damage, destruction, defacement, or alteration of personal particulars.
The domestic helper must return to the Immigration Department to collect the ID card. They will inform you of the date during your initial appointment. The helper should bring their passport and the receipt provided at the initial appointment.
